I shall be glad if you will inform me why the arrangements for dating how the progress broke down.
Thank you.
DESPATCH.
No. 80
1902
HONG KONG
No. 1434
(Subject.) Plague Report
RECEIVED MAY 2
C.O. 17376
Request to télégraph Rect approval of his action in asking Prof. Simpson to furnish a report before leaving Colony; and copies of two summaries by Prof. Simpson.
Spare copies to Library
Mr. Johnson "received"
(Minutes.)
Professor Simpson says "received instructions to send in report locally." This is true, but he accepted his offer to report.
"that he is of the Govt of Hongkong" and I do not think he should have refused the Daily's request. But his reluctance has in my opinion possibly indicated that he wished local officials to report very fully.
It would have been more tactful for him not to have "intimated" Professor Simpson without communicating with us.
April.
